Dili, 12 September 2026 – Banco Central de Timor-Leste (BCTL) officially launched Ti-FAST and TuQR, an important step in modernizing Timor-Leste’s payment system and supporting the country’s digital transformation.
Ti-FAST: Fast Payments Anytime
Ti-FAST is Timor-Leste’s national instant payment system. It allows individuals and businesses to send and receive money in real time, 24 hours a day, 7 days a week.
Ti-FAST uses the international ISO 20022 standard and is designed to provide fast, secure and reliable payment services.
TuQR: One National QR for Timor-Leste
TuQR (Timor Unified Quick Response) is Timor-Leste’s national QR payment standard. Customers can use participating mobile banking or e-wallet applications to scan a TuQR code and make payments for goods and services.
With TuQR, merchants can use one common national QR standard instead of displaying different QR codes from different payment providers.
At the initial stage, BNCTL, Banku Kaebauk, Telemor Fintech (Mosan), and Lojami have integrated with the system. Other financial institutions will join after completing their internal development and integration.
Benefits for the Public
Ti-FAST and TuQR will make payments faster, easier and more convenient for individuals, businesses and merchants. They will also help reduce the use of cash, encourage digital payments and support financial inclusion.
For customers, the process is simple: scan, pay and receive confirmation through participating in financial institution or approved payment application.
Safe and Reliable Payments
BCTL will continue to ensure that Ti-FAST and TuQR operate in a safe, secure and reliable manner. Participating institutions are required to maintain appropriate measures for cybersecurity, fraud prevention, business continuity and customer protection.
Preparing for ASEAN Regional and International Payment Connectivity
At the first stage, TuQR will focus on domestic payments in Timor-Leste. In the next phase, BCTL plans to develop cross-border payment connectivity with some ASEAN countries and other countries, including through QR payments and the interlinking of instant payment systems, subject to the necessary agreements, technical arrangements, regulatory requirements, and approvals. This will support Timor-Leste’s participation in ASEAN Regional Payment Connectivity and other regional and international payment connectivity initiatives, helping to make cross-border payments faster, easier, and more convenient for individuals and businesses.
A Major Step in Timor-Leste’s Digital Transformation
The launch of Ti-FAST and TuQR represents an important milestone in Timor-Leste’s digital transformation. BCTL remains committed to developing a modern, secure, efficient and inclusive payment system that benefits the people, supports businesses, promotes financial inclusion and prepares Timor-Leste for greater payment connectivity with some ASEAN countries.
