Procurement Notice
All procurement is managed by the Procurement Division. Three alternative bidding processes are generally used:
- Request for Quotation (RFQ) is used for the procurement of simple uncomplicated goods with standard specifications and lower budgetary costs. The award is generally made based on price.
- Invitation to Bid (ITB) is used for the procurement of standard goods and services with higher budgetary costs. Sealed bids are generally submitted to the BCTL Procurement Division and only opened after the submission deadline. The award is generally made based on price.
- Request for Proposal (RFP) is used for large procurements and in cases where the technical specifications cannot be precisely determined or are of a complicated technical nature that requires significant input from the supplier. The criteria for evaluating proposals are generally included in the RFP and may include technical, organizational, support and price factors.
For larger tenders the BCTL may form an ad hoc committee comprising procurement and departmental personnel to manage the tender and evaluation. In such cases, all correspondence relating to the tender should be copied to the Committee.
While the specific conditions of each procurement are set out in the bidding documents, the following procurement principles generally apply:

The BCTL will enter into a supply contract with the entity that offers the goods or services that best meet the BCTL’s needs, taking price into account.

Proposals and bids should closely follow the instructions in the bidding documents.

Discussions and attempts to unfairly influence the process prior to contract award initiated by a vendor with BCTL staff or management outside the formal parameters of the defined bidding process may constitute grounds for elimination from the selection process.

The BCTL does not normally provide reasons for the non-acceptance or rejection of a bid.

The costs of preparing and submitting bids and presentations are to be met by prospective vendors.

Objections to the outcome of a bidding process should be directed to the Governor within 5 working days of the announcement.

The BCTL will respect the confidentiality of commercially sensitive information received in proposals. However, bidders should be aware that the BCTL as a state institution may be subject to transparency provisions required by, for example, in the Petroleum Fund law.
